Qualified members will be able to participate in governance decisions for our virtual homeland through a governing structure that is based on the fictional “Crown Commonwealth of Upadaria.” In addition to decision-making members will address contemporary issues to produce position papers and content/activities within this virtual Christian homeland will be organized somewhat like the governing structure.

Initially, members who agree with and adhere to our Creed and Pledge of Common Unity will be given an opportunity to fill leadership roles on a provisional basis. As the structure is finalized and confirmed via consensus, leaders will be confirmed by the acclimation of their peers. The structure is provisional, it is a starting point, and it is expected that experience and member input will lead both to improvements and additions. The ultimate structure will reflect the consensus of the membership.

The virtual government of the CCU, as a non-territorial state operating like a micronation, will consist of 5 interdependent governments, each with their own decision-making processes. It is important to understand that in upadarian governance theory, decision-making processes have to be tailored to the nature of the outcomes sought, the proximity of participants, and both the stakeholders in and persons impacted by that process.

The five governments include the Regal Governate (protector of the national covenant and borders), the Magisterium (civic and civil functions), the Episcopate (protector of religious freedom), the Comunis (social and cultural functions and standards), and the Agorate (economic, trade, and commercial standards). For the purpose of this project, the focus will be on the Regal and Magisterial governments. Later, members will devise the plan and structure for the other governments within the framework provided.
